Navy War Building Tier List

The official Navy War how-to-play list names three upgrade families: docks, shipyards, and factories. This page ranks them the way a six-player strategy game actually feels. Ship ranks are on ship rankings. Play-by-play upgrades are on the base roster and the economy guide.

S-tier - Factory

Factories are S-tier on every account that is not already printing more cash than the shipyard can eat. They work while you are in PvP. They work while you are in Shop redeeming codes. They are the only building that makes a sunk Cruiser a story instead of a session end.

If you ask “what should I Gem?” and you do not already have comfortable income, the answer is factory. Not a dock skin. Not a carrier.

A-tier - Dock (once you have hulls)

Docks are capacity. They move to A-tier the moment a finished hull has nowhere to live or you cannot launch a screen and a capital ship together. They are B-tier if you upgrade them before you own two ships - parking lots do not win islands.

A dock rank is also a defense rank. Raids in the PvP guide target yards that cannot berth a home guard. If you keep getting caught with ships in the void, buy docks.

A-tier - Shipyard (when time is the gate)

Shipyards turn money into the next class on the official ladder. They are A-tier when Destroyers are done and Cruisers are gated on build time. They are C-tier when you max them with empty factories and then wait for cash that never arrives.

Gems into shipyard only after the fleet planner says income is stable.

B-tier - Extra docks too early

A second dock before a second hull is a common Shop trap. It feels like progress. It is not. Put that money in a factory, then come back. The getting started order exists because of this trap.

C-tier - Shipyard max, factory min

This is the rushed Battleship of buildings. You will produce one expensive hull and then live in poverty. If your yard looks impressive and your Gem counter is zero, you are C-tier production even if the Battleship looks S-tier in a screenshot.

Spend order we actually recommend

  1. Factory until replacements are boring.
  2. Dock until the fleet you own can launch.
  3. Shipyard until the next class is not a joke wait.
  4. Repeat.

That loop is the mixed playstyle. It is also how you fund the S-tier Cruisers on the ship list.

After a patch

If Parabola MMOVEMENT adds a named building - hangar, oil, radar - we will slot it here after the latest update confirms it. We will not copy Navy War Tycoon housing or nuke silos onto this list. Wrong game.

Using this list in Shop

If the Gem counter is burning, buy the S-tier factory unless you already print more than the shipyard can eat. If hulls have nowhere to sit, docks jump to A. If Cruisers are gated on time, shipyard jumps to A. Do not max shipyard as a personality. Cross-check base buildings for jobs and economy for the cadence. After an update, walk costs before you trust yesterday’s rank.
